CRE consults market players on changes to future gas transmission and storage infrastructure tariffs for the period 2024-2027

The Commission de régulation de l'énergie (CRE) is consulting market players on the changes envisaged in the future tariffs for gas transmission infrastructure (ATRT8) and storage infrastructure (ATS3) applicable for the period 2024-2027.
- The consultation is open for more than two months, from 1 August to 9 October 2023.

The public consultation is part of the guidelines for the next Multiannual Energy Programme (PPE), which provides for a gradual reduction in gas consumption and an increase in biomethane production, in order to meet French and European climate objectives. It is therefore essential to keep costs under control over the long term to avoid excessive increases in gas infrastructure tariffs.

The main elements presented and submitted for consultation by CRE from 1 August will be as follows :
- A request for additional resources from transmission and storage system operators against a backdrop of a sharp fall in subscriptions.
- Adjustments envisaged by CRE to the charges requested by operators, in order to control the impact on end consumers.
- Proposals to modify the tariff framework to take into account the scissor effect resulting from CRE's observation that the existing transmission network and a significant proportion of the storage capacity will still be needed by 2050, even in scenarios where consumption falls significantly.
- A change in the method for calculating the weighted average cost of capital (WACC) to take account of the upward trend in interest rates.
- Apart from these changes, the tariff framework is in line with previous tariffs.
- Tariff terms for the transport tariff are expected to rise significantly, but with a limited impact on domestic consumers.
The consultation is available from 1 August to 9 October 2023.
